This all leaves one ultimate question. Does outsourcing payrolls to someone else actually increase business efficiency, and is it a valid cost cutting method? 

To answer this would be to analyze the type of business you own, and the types of staff you employ. If you have large number of payments being made on a regular basis, and you have someone employed full time to take care of this, then outsourcing the payroll tasks would probably be well worth it.
